Зафиксировать нужный пост проще с помощью плагина Improved Include Page (http://www.vtardia.com/blog/improved-include-page/)

WP-CLIENT работает в любой кодировке, включая и Windows-1251. Сам её использую. Только, если хотите использовать WP-CLIENT поспешите, а то на этой неделе я уберу его из свободного скачивания. Он будет доступен только для моих клиентов.

Как сделать, чтобы пост был всегда сверху я кажется понял - нужно задать ему дату публикации заведомо большую текущей.

Ага, а как же :D. Вордпресс выбирает только те записи, которые УЖЕ должны быть опубликованы. Это сделано для того, чтобы можно было делать отсроченные публикации.

Да действительно, убедился в этом буквально 10 минут назад 🙂
Спасибо за плагин improved-include-page, помог, хотя пока не понял как сделать вывод нужной страницы посреди постов (опять-таки например 3-им)..

Можно попробовать ввести счетчик выведенных постов в теле цикла, икогда эта переменная будет равна 3, выводить и прикрепленную страницу.

еще плагин есть adhesive, я пробовала, работает просто — в админке при написании/редактировании записи появляется чекбокс sticky.

Configure Adhesive
You can set options for the Adhesive plugin using the Adhesive Configuration Popup:

Go to the Plugins page in the WordPress admin console. 
Locate the Adhesive plugin. 
In the Action column, click Configure. 
Set the settings you want then click Update. 
Styling Adhesive Posts
A sticky post is assigned the additional CSS class "adhesive_post" via script that is inserted into its content by the plugin.

To change the look of a sticky post, add appropriate CSS to your wp-layout.css file. For example:

Advanced Settings
Changing the Date Text
All posts, no matter whether they are sticky or not, can display the date on which that post was written. Adhesive can overrides this date field with its own value when the date is displayed as a heading in the post listing. This behavior is only applicable to some themes.

You can change the value that is displayed from within the Adhesive configuration system. Be sure to use a heading tag to offset your custom output.

Show Sticky Posts Only on Category Pages
By default, sticky posts appear on any page that would show more than one post from the same category as the sticky post. You can prevent sticky posts from appearing on the home page by checking that option in the Adhesive configuration system.

Первым делом, что эта версия возможно работает только с wp 2.0.x, а у вас стоит более свежая версия вордпресса

Хотя вот тут http://maxsite.org/wp221rus/#comment-18217 avt утверждает, что у него плагин работает с версией wp 2.2
Хотя вот тут народ жалуется, счто с wp 2.1 не работает: http://wordpress.org/support/topic/119666

Эксперементировать у меня времени нет, поэтому попробуйте вот эти плагины, которые 100% работают с wp 2.1 и выше:

чекбокс появляется в разделе "статус записи", под "опубликовано\черновик\личное"
